He controlled every business through extortion and intimidation. But he couldn’t control everything; some rebel police officers refused to bow to him. Police working toward Zuev’s elimination hatched small schemes to undermine his businesses. They eventually became defeated and broke down.

This is the Police: Rebel Cops is an independent game that takes characters from This is the Police series. It's important to note that it's a separate story from the original one. If you have no experience playing This is the Police, don't worry about the plot. With Rebel Cops, you sneakily combat enemies in a classic turn-based strategy game. You don't upgrade or fight — instead, you face off in a struggle. The enemy always head down a predetermined path and easily spot any obstacles in their sight. If a law enforcement officer were present, they'd quickly alert the rest of their group and ready to shoot. Rebel Cops is a turn-based tactical game similar to Commandos, but the characters are just normal people. It has no health or revival; it’s easy to die when playing it. Additionally, fighting criminals directly is a bad idea because they have only one bullet and are easy to defeat. Some aspects of the game's mechanics are aggravating. The target can't move, but if you restrain them they can break out of handcuffs and even kill the police after a few turns. Police officers need to follow local laws. Like other games in the same genre, Rebel Cops allows players to shoot enemies only indirectly. Additionally, there are missions that don’t allow players to shoot anyone. Some missions even require players to use batons to jolt someone or hold a gun and control their target.
